Montgomery County Public Schools bus driver Etienne K. Kabongo has been charged with second-degree rape and other sexual abuse crimes for an incident that took place on a Montgomery County school bus.
According to Montgomery County Police, footage from a school-bus camera shows Kabongo, 62, of the 7800 block of Mineral Springs Drive in Gaithersburg – also known as “Mr. Steve” to students – sexually assaulting a 12-year-old girl. Police said the incident took place on July 31, while Kabongo was transporting kids who receive special-education services.
When the bus stopped in the area of Yates Road in Silver Spring, a school-bus attendant got off the bus to assist a student Kabongo was dropping off. While the bus attendant was off the bus, Kabongo sexually assaulted a 12-year-old girl, according to police.
Police have charged Kabongo with second-degree rape, sexual abuse of a minor and a third-degree sex offense. Kabongo has been working as a MCPS bus driver since 2006 and has primarily driven students who receive special-education services.
MCPS Superintendent Jack Smith said MCPS is cooperating with Montgomery County Police on the investigation.
“Words cannot convey my anger, disgust and disappointment in the alleged behavior of Mr. Kabongo,” Smith said. “Abusing a position of trust and authority to take advantage of the most vulnerable among us is despicable. This behavior is a violation of our values and policies, as well as the law, and it will not be tolerated.”
Kabongo has been arrested and awaits his next court date in a Montgomery County Correctional Facility.
